Paul Montoya is the President and Owner of H R & M – Human Resource and Management Services. A native of San Antonio, he received his Bachelors of Business Administration Degree from St. Mary’s University in 1976, and received his certification as a Professional in Human Resources in 1985. His career has included being the Employee Relations Specialist for the San Antonio Water Systems, Assistant Human Resource Manager for VIA Metropolitan Transit, Human Resource Manager for CIGNA (INA/AETNA Insurance Companies), and Human Resource Manager for Sea World of Texas. H R & M, started in September 1988, represents management on all employee relations matters which include preparing personnel policies and procedures; developing employee handbooks, job descriptions, and salary programs; consulting on EEO, Safety, Unemployment, and Sexual Harassment charges; establishing pay for performance plans; and training and consulting with management on interviewing, measuring employee performance, handling discipline, and terminations.

Mr. Montoya is a member of the North San Antonio Chamber of Commerce, The San Antonio Leaders Club, Texas Association of Business/Chambers of Commerce, San Antonio Human Resource Management Association, the National Society of Human Resource Management, and on the board of San Antonio College Business Advisory Council. He is also accredited as a Professional in Human Resources by the Human Resource Certification Institute, has been a guest speaker at various colleges, universities, and other private and civic organizations, and has written articles for and has had articles written about him by the San Antonio Express-News and San Antonio Business Journal.
